Every other deck we see this quarter opens with the same slide: more than $1 trillion of committed capex through 2030 across PIF, Mubadala, ADQ, ADNOC, Aramco, and the various sovereign-linked developers [1]. It is a clean number. It also tells you almost nothing about what is actually getting developed.
We have spent most of the past eighteen months in conversations with sponsors, EPCs, and offtakers across the GCC. The pattern is consistent enough that we have stopped treating it as anecdote. The energy transition in this region is not behind schedule. It is bifurcating. One half is moving close to plan. The other is slipping 18+ months and, in a few cases, quietly being descoped.
If you are allocating capital, sanctioning a tender, or sizing an offtake position in the next four quarters, the bifurcation is the only thing that matters. The headline number is for press releases.
The energy transition in the GCC is not behind schedule. It is bifurcating — and most still treat the announced column as if it were the operational one.
Announced, sanctioned, FID, operational — pick one
Public commentary almost universally stops at "announced." A press conference, an MoU, a 2030 target. Then the same gigawatt figure gets recycled across analyst notes for three years. The four-stage funnel we keep coming back to is simple, and the drop-off between stages is significant: a project moves from announced to sanctioned (sponsor and government approvals in place), to FID (Final Investment Decision — capital irrevocably committed), to operational (producing first electrons or molecules).
Consistent with IEA project tracking [2] (E1 — intelle.io estimate), the average slippage on GCC projects announced in the 2021–2023 window runs in the 18–24 month range, with variance extending further on hydrogen and grid-storage projects. The variance is what should worry you. Solar PV utility-scale projects in Saudi Arabia and the UAE are now routinely closing the announce-to-operational gap inside 30 months. Green hydrogen projects announced in the same window have, in most cases, not yet reached Final Investment Decision.

Where the GCC is delivering as per plan: solar PV
Let us start with the half that is working, because the bullishness is earned.
Saudi Arabia's solar build-out under PIF and the lead-developer model is, by any reasonable measure, the operational success of the region's transition so far. Sudair (1.5 GW) is operational [3]. Shuaa (2.6 GW), Al Henakiyah (1.1 GW), and Ar Rass (700 MW) are progressing [4]. Tariff outcomes in the latest National Renewable Energy Programme rounds have continued to print at the low end of the global cost curve — a few rounds setting world records on PPA pricing.
The UAE story is similar in shape. Al Dhafra (2 GW) commissioned in late 2023 [5], Noor Abu Dhabi (1.2 GW) has been operational since 2019 [6], and the Mohammed bin Rashid Al Maktoum Solar Park keeps adding phases broadly on schedule. Masdar's 100 GW by 2030 ambition [7] is, in our read, aggressive but not absurd given the deployment pace they have demonstrated.
Why is solar working when other parts of the stack aren't?
A few honest reasons. The technology is mature and supply chains are deep. The lead-developer model — typically minority-to-majority equity stakes alongside an established IPP operator (E2 — intelle.io estimate), with sovereign offtake via the Power Procurement Company or EWEC — has been refined across enough rounds that the contractual machinery now runs without glitches. The grid integration challenges at current penetration levels are manageable. And the offtaker is, ultimately, the sovereign's own utility. The demand side does not need to be invented.
None of that is true for green hydrogen. Most of it is not true for grid-side storage and flexibility either. Which is exactly where the bifurcation begins.
Where it's stalling: green hydrogen and the offtake problem
The Saudi target is 4 million tonnes of clean hydrogen per year by 2030 [8]. The UAE strategy targets 1.4 million tonnes by 2031 [9]. Both numbers were set in 2022–2023 against an assumption that European and Japanese offtakers would pay a premium for green molecules under regulatory mandates that were, at the time, still being drafted.
The flagship project — NEOM Green Hydrogen Company, the joint venture between ACWA Power, Air Products, and NEOM, with $8.4 billion of project finance closed in 2023 [10] — is real. EPC is in motion. First production was originally targeted for 2026 with 600 tonnes per day of green hydrogen converted to ammonia for export [11].
What we can tell you, having tracked second-wave projects, is that almost nothing announced after NEOM Green Hydrogen has reached FID. Aramco's blue hydrogen ambitions are progressing more credibly than the green portfolio because the molecule already has captive industrial demand. ADNOC's hydrogen and ammonia projects, including the Ta'ziz cluster, are advancing — but again, weighted toward blue and toward integrated chemical use rather than merchant export.
The reason is not technical. The electrolyser stack works. Renewable electricity is cheap. Land is available. Sovereigns are willing to deploy capital. The reason is that the offtake market — which provided the original business cases — has not materialised on the timeline they assumed.
The EU's Renewable Energy Directive III (delegated acts on renewable hydrogen) finalised later than expected [12]. The Carbon Border Adjustment Mechanism is in transitional phase through 2025, with the financial obligation kicking in in 2026 and operational scope still being clarified [13]. Japan's hydrogen contract-for-difference scheme exists but has been slow to commit large volumes to GCC suppliers [14]. The end result: green hydrogen at landed cost does not have a willing buyer at the price the original 2030 plans assumed.
What the Saudi mid-term review told us
If you have read the Saudi Vision 2030 progress reporting from 2024 onward [16], you will have noticed a focal shift. While the earlier Vision 2030 numbers were aspirational, the mid-term review has been markedly more grounded and realistic. Some giga-projects have been rephased. Capital allocation between PIF priorities has been described as recalibrated. We read this as a healthy development, not a retreat.
The original Saudi target of 130 GW of renewable capacity by 2030 — set against a roughly 50% renewable share in the power mix [15] — is still nominally in place. The honest read is that hitting it requires a procurement and grid-integration pace that the Kingdom has demonstrated for solar PV, and is now needed on the other half of the stack.
The UAE is delivering a different shape
UAE Net Zero 2050, with the interim 2030 markers tracked through MoCCAE reporting [17], has had a different feel from the start. Smaller absolute numbers, but tighter coupling between targets and operational capacity. The UAE's hosting of COP28 in late 2023 pulled forward several announcements that have since matured into sanctioned or under-construction projects.
Where the UAE story is genuinely ahead is on utility-scale solar, civilian nuclear (Barakah's four units now operational [18]), and a credible early-mover position on direct air capture through 44.01 / Aramco-class technology partnerships [19] and ADNOC's Habshan CCUS expansion targeting 1.5 Mtpa by 2027 [20].
Where the UAE faces the same pace mismatch as the rest of the region is with green hydrogen export economics, and the speed at which storage and grid flexibility procurement is being scaled to match the renewable build. The structural problems are not jurisdiction-specific. They are technology-specific.
What this means if you're allocating capital in 2026–2027
We will be direct about what we would be doing if we were sitting on a strategy or capital allocation seat at a sovereign-linked investor or a Tier-1 EPC right now.

DIFFERENTIATE
CCUS — EOR vs carbon-price-dependent
Distinguish ruthlessly between projects with captive enhanced-recovery economics (work) and projects predicated on a future carbon price (do not yet).
On solar PV and integrated balance-of-plant, we would lean in. The cost curve continues to bend, the procurement machinery works, and the grid integration challenges below ~25% instantaneous penetration are tractable. The risk is not delivery. The risk is margin compression — tariff outcomes are now so low that operational discipline is the entire game. This is a scoping and asset-management problem, not a transition-risk problem.
On green hydrogen for merchant export, we would not sanction on a second wave at 2023-vintage business case assumptions. We would either (a) wait for the EU and Japanese offtake architectures to actually print large contracts at sustainable strike prices, or (b) restructure the project around captive industrial use — fertiliser, steel, refining — where the molecule has a buyer that exists today.
On grid storage and flexibility, we would be aggressive, precisely because public attention is light. Procurement frameworks lag the renewables build by several years across the region. The first mover in scaled Battery Energy Storage Systems will capture an outsized share of a market that nobody is yet treating as urgent. We expect that to flip in the 2026–2027 window.
On CCUS, we would distinguish ruthlessly between projects with captive enhanced-recovery economics (which work) and projects predicated on a future carbon price (which, in the GCC's current regulatory landscape, do not).
The bifurcation isn't between countries. It's between technologies that have a buyer at price today and technologies that need a buyer to be invented.
What could prove this wrong
Three things, any one of which would force a meaningful revision of this read.
The first is a hard EU regulatory commitment — RED III delegated acts plus a CBAM scope expansion that puts a binding price floor under green molecules — that lands faster than we currently expect. If that happens in 2026–2027, the second-wave green hydrogen pipeline could move from stalled to sanctioned inside 18 months. The capital is staged. The land is available. The bottleneck genuinely is offtake.
The second is a sovereign price-floor mechanism on the GCC side — a Saudi or UAE contract-for-difference structure on green hydrogen that absorbs the strike-price gap until merchant offtake matures. If one is announced and capitalised, the slippage hypothesis weakens materially.
The third is a much faster electrolyser cost decline than the current trajectory implies. Chinese stack pricing has surprised on the downside before. If landed CAPEX on alkaline electrolysers drops another 30–40% in the next 24 months (E5 — intelle.io estimate), the offtake gap shrinks even without regulatory help.
If none of those three lands, the bifurcation widens. We think the most likely outcome is that one of them — most plausibly a partial sovereign price-floor mechanism — lands in some form in 2026–2027, but at a scope smaller than the original 2030 production targets assume. The plans get reframed and the transition gets back on track.
