In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) New Mexico State Director intends to prepare a resource management plan (RMP) amendment with an associated environmental assessment (EA) for a non-competitive direct sale of public land in Socorro County, New Mexico. Additionally, the BLM will analyze a non-competitive direct sale of a 10-acre parcel reversionary interest conveyance on a Recreation and Public Purpose (R&PP) patent. By this notice the BLM is announcing the beginning of the scoping period to solicit public comments and identify issues, providing the planning criteria for public review, and announcing a comment period on the proposed realty action offering for sale a parcel of public land and reversionary interest.

This Public Land Order (PLO) extends, for an additional 20- year term, the withdrawal established by PLO No. 7668, which would otherwise expire on July 26, 2026. The extension is necessary to prevent uses that could conflict with the operation of the Utah Lake Drainage Basin and Diamond Fork Systems, Bonneville Unit of the Central Utah Project, which supports Utah's irrigation, municipal, industrial, hydroelectric, conservation, and recreation needs. The lands have been, and will remain, open to mineral leasing and to all other uses legally authorized on National Forest System lands.

In accordance with the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of terminated competitive oil and gas lease NMNM141446 from Federal Abstract Company (lessee). The lessee timely filed a petition for reinstatement of the competitive oil and gas lease located in Eddy County, New Mexico. The lessee paid the required rental accruing from the date of termination. No leases have been issued that affect these lands. The BLM proposes to reinstate the lease.

Oil and Gas Leasing

The Bureau of Land Management (BLM) is proposing to revise its oil and gas leasing regulations to reflect new requirements in the One Big Beautiful Bill Act (OBBB); policy direction in Executive Orders (E.O.) entitled Unleashing American Energy and Ensuring Lawful Governance and Implementing the President's "Department of Government Efficiency" Deregulatory Initiative and Modernizing Payments To and From America's Bank Account; and policy guidance in Secretary's Order entitled Unleashing American Energy. In addition, the proposed rule would reflect provisions of the Royalty Resiliency Act, which pertains to applications for oil and gas agreements for allocation schedules that outline how royalties would be distributed across different leases within the agreement. The BLM proposes to return the minimum bond amounts to those prior to the finalization of the 2024 rule. Finally, the proposed rule would improve the BLM's leasing process to ensure stewardship of public lands as required by the Mineral Leasing Act (MLA) and as directed by the OBBB and the above Executive orders.
