Regulatory requirements and guidance for flaring, incinerating and venting in British Columbia, as well as procedural information for flare approval requests, dispersion modelling and the measurement and reporting of flared, incinerated and vented gas. The Guideline applies to the flaring, incineration and venting of natural gas at wellsites, facilities and pipelines regulated under the Oil and Gas Activities Act. It places limits on flaring activities at new oil facilities based on duration. Other requirements to conserve gas at existing facilities are based on flaring and venting volumes.

Briefly mentions fugitive emissions management. Permit holders must develop and implement a program to detect and repair leaks (Section 7) equal or better than the Canadian Association of Petroleum Producer's Best Management Practice for Fugitive Emissions Management.
