Establishes an emissions reduction target of net zero greenhouse gas emissions by the year 2050 and directs the government to establish interim targets for each 5 year period. The act also establishes reducing greenhouse gas emissions as an official policy objective of the State and establishes guiding principles to ensure that all decisions and actions take into account the potential effects of climate change.  The act further directs that the State prepare a state-wide climate change strategy and an adaptation action plan to be updated every five years. Greenhouse gases is defined to include carbon dioxide, methane, nitrous oxide, sulphur hexafluoride, HFCs and specified PFCs.
