Manages onshore petroleum and gas safety including well construction requirements, safety requirements, royalties and reporting requirements. Provides that flaring is only authorised if it is not commercially or technically feasible to sell or use the gas.  Venting is allowed only for safety reasons or where flaring is not technically possible. The restrictions within the Act also facilitate the objects of the Geothermal Energy Act 2010 and Greenhouse Gas Storage Act 2009.
