The Top Runner Program is a mandatory standard programme based on the Energy Conservation Act targeting manufacturers and importers of energy-consuming products. Energy efficiency of lamps and lighting equipment has been regulated under the programe with different target years:

- lighting equipment using fluorescent lamps and self-ballasted fluorescent lamps: from 2005 (from 2012 for certain types of equipment)

- self-ballasted LED lamps: from 2017

- lighting equipment using LED lamps: from 2020

Manufacturers and importers of these lamps and lighting equipment are required to achieve energy efficiency criteria within the target fiscal year.
