In 2000, the government of Vermont introduced an energy efficiency obligation for all sectors except transport, covering electricity, thermal energy and process fuels. The Vermont Energy Investment Corporation (VEIC), the state's "efficiency utility", is obligated to meet targets, as well as Burlington Electric Department and Vermont Gas Systems. Revenues for VEIC's programmes come from electric and natural gas utilities (except the two mentioned above, who administer their own programmes), as well as heat, propane, kerosene and coal dealers. The obligation seeks to achieve between 2015 and 2017, a 321 800 MWh and 41 300 kW peak reduction(summer), 53 700 kW (winter) for electricity; and a reduction of 235 000 MMBtu for thermal energy and process fuels. Eligible energy efficiency measures include lighting; HVAC; industrial process equipment; CHP; appliances; thermalrenovation. Vermont employs a technical reference manual to determine the calculation methods for savings which includes deemed savings. Evaluations are mainly administered by the Energy Efficiency Utility (EEU). The "Process and Administration of an Order of Appointment" sets forth details for monitoring and verification, and requires verification of the reported energy and capacity savings and cost-effectiveness of programmes delivered by EEU implementers by an independent auditor.

StanChart Sees Higher Oil Floor as Hormuz Crisis Spreads to Saudi Export Routes

Oil prices pulled back but remained elevated ahead of a critical Fed decision on Wednesday, with market expectations shifting towards a prolonged US-Iran conflict. Brent crude for November delivery fell 2.88% at 2:18 p.m. ET, to trade at $105.6 per barrel, while WTI crude for October delivery declined 3.33% to change hands at $102.3/bbl. The Federal Reserve raised interest rates by 25 basis points on Wednesday to a range of 3.75% to 4.00%, its first rate hike since 2023, as policymakers responded to renewed inflationary pressure. Fed officials…

Tanker Rates Smash $1 Million a Day as Oil Shipping Crisis Deepens

The daily rate for commissioning a tanker topped $1 million for the first time in history amid a tightening supply of vessels to carry crude oil and fuels whose owners are willing to dare the Strait of Hormuz. The squeeze is adding extra costs to the price of oil for physical delivery, just as tankers become a cybersecurity target. Bloomberg reported record-high tanker rates earlier this week, noting that tankers commissioned to pick up crude from inside the Persian Gulf fetched as much as $1.035 per day, based on data from the Baltic Exchange.…

Oil Above $100 Pushes U.S. Fuel Prices to New Records

Oil markets appear to have reached the inflection point that many analysts had predicted weeks ago as the Middle East conflict re-escalated with no diplomatic push in sight and global inventories continue to slump. Oil prices are back above $100 per barrel, lifting diesel and gasoline prices, including in the United States. The Trump Administration is looking to downplay the price spikes it sees as only temporary. Prices would “drop like a rock” when the Iran war ends, U.S. President Donald Trump said, but he appears to have acknowledged…

Inside Putin’s $135 Billion Arctic Gamble That Could Save His Ukraine War

Back in early February 2022, Vladimir Putin had his first in-person meeting with his Chinese counterpart Xi Jinping for nearly two years, at the opening of the Winter Olympics ceremony in Beijing. To avoid disrupting this landmark event for Xi and to allow China to finalise the multiple hoarding deals for oil and liquefied natural gas (LNG) supplies in which it had been engaged over the previous year, as analysed in full in my latest book on the new global oil market order, Putin had delayed the imminent invasion of Ukraine. At that meeting,…

Shale Oil Now Makes Up 72% of Argentina's Crude Output, Data Shows

Argentina's controversial right-wing president, Javier Milei, slashed inflation with a brutal dose of economic austerity, but this came at a steep social cost. The cost of living is spiraling higher, fueling household debt, loan delinquencies, and economic hardship. Industrial output, since Milei took office, has declined sharply, with local companies closing at an alarming rate. While parts of the economy are falling into chaos, Argentina's oil and gas sector is experiencing a generational boom driven by the Vaca Muerta shale. Argentina's vital…
