The Ministerial Regulation (6 December 1994) provided financial support for renewable and energy efficiency technologies, including: CHP, wind, solar, biomass and heat pumps.
The funding for non-industrial generators was:
CHP: 6 000 LUF per kWe, with a maximum of LUF 6 million per installation. Funding required that the system have a minimum efficiency to 80%, minimum load factor of 2 500 hours per year, and that the heat produced would be delivered to third parties.
Wind: 3 000 LUF per kWe, with a maximum of LUF 6 million per project. Projects required a minimum capacity of 50 kWe. Wind turbines with a capacity less then 50 kWe received a direct grant of 25% of the investment cost.
Solar thermal, PV, biomass and heat pumps: grants of 25% of the investment cost, with up to a maximum of LUF 60 000 per house, or a maximum of LUF 1.5 million in the non residential sector.
