The Electricity Law of 1997 aims to set standards for administration, production, transmission, distribution, and import/exports of electricity.

The government supports investment in relation wind power, solar power, petroleum and coa-base electricity operation,. Investments could be conducted as per the following investment models:

Total investment by the state;

Private investments which may involve partnerships with the state within or outside the country.

Electricity companies may take up one of the listed models of development, among others:

Build, operate, and transfer (BOT);

Build, operate, own, and transfer (BOOT);

Build, transfer, and finance (BTF);

State-run through the state owned Electricite du Laos.

To promote investments related to electricity operations, concession request could be sought from the government in relation to the production, transmission and distribution, export and import or development of electricity.

Investors are obliged to submit an environmental impact evaluation, including flood risk mitigation strategies for areas below the hydropower dam.

Electricity companies engaging in production, transmission, distribution, exports, imports, or development of electricity need to apply for licensing approval from the government of Lao PDR and register according to the Business Law. Exemptions of licensing approval apply to the construction of small-scale hydropower dam with less than 2 MW generation capacity due to minor environmental impacts.

$100 Oil Puts Central Banks Back on Inflation Alert

Crude oil prices have extended their earlier gains into this week, with little chance of reversing course as the war in the Middle East expands and desire for a peaceful resolution seems to wane, as global oil stocks continue shrinking. Inflation is creeping up. Recession fears are back. It may just be a matter of time. Diesel prices in the United States have gained some 60% since late February, the Wall Street Journal reported at the end of last week. It was the same week when diesel prices hit an all-time high of $6 per gallon, sparking those…

Global Fuel Squeeze Triggers U.S. Refiners Stocks Rally

Energy stocks have rallied this year as oil prices soared amid the Middle East conflict. The U.S. supermajors ExxonMobil and Chevron have seen their stocks gain about 40% each so far in 2026, but U.S. refiner stocks have outperformed the majors because the global fuel market is much tighter than crude oil markets. The share prices of Phillips 66 (PSX:NYSE), Valero Energy (VLO:NYSE), and Marathon Petroleum (MPC:NYSE) have more than doubled this year, as fuel markets are tightening with more than 7 million barrels per day (bpd) of refined product…

New MIT Process Could Solve Hydrogen's Biggest Supply Chain Problem

Scientists at MIT have discovered a new way to extract high-purity hydrogen from ammonia while using a lot less energy than previous technologies. The breakthrough could provide a critical inroad toward reducing the energy and ecological footprint of the hydrogen sector, which powers a wide range of industrial processes and technologies from fuel cells to computer chip manufacturing. Green hydrogen has often been touted as a silver-bullet solution for decarbonizing hard-to-abate sectors like the shipping industry and steelmaking, as…
