The main aim of the policy and strategy is to strengthen biofuel production and establishing guidelines for the development of the sector. The implementation of the plan and strategy is in three phases starting with the "pilot phase" from 2012 to 2015. This phase sees the implementation of 10% bioethanol blending and 3% for biodiesel.

The second phase, 2016 to 2020 will see the increase of fuel blending to 15% bioethanol and 7% biodiesel.The final Phase will see blending to 20% for bioethanol and 10% biodiesel blending. An inter-ministerial Commission of Biofuels  has been established to coordinate, supervise and monitor the implementation of the Biofuels Policy and Strategy.
