Under the Energy Conservation Programme (ENCON) launched in 1992, the Energy Conservation and Promotion Fund was established to provide financial support to introduce and promote new and renewable energy technologies. The capital for the fund was initially secured through the existing Oil Fund. Levies from petroleum producers and importers, power surcharges, as well as remittance rates from consumer petrol prices, ensures continuous capital inflow to the Fund.

ENCON is meant to contribute to promoting energy conservation through awareness raising, as well as the adoption of energy efficient technologies and promoting the development of renewable energy sources. ENCON has various programmes targeting various groups and sectors.

Under the Voluntary Programme, the ENCON Fund ficially supports the development of use of renewable energy sources. This is undertaken through three sub-programmes: renewable energy and rural industry, industry liaison, and research and development.

The Renewable Energy and Rural Industry sub-programme focuses on opportunities to develop fuel substitution and on the introduction and dissemination of renewable energy technology, especially technology that uses renewable energy sources more efficiently, by providing full operational cost for project owners and granting financial support in the form of interest subsidies for project participants. Rural industries under the energy conservation programme are manufacturing facilities located in non-urban areas.

A typical example of use of renewable energy in large-scale industries is the burning of agro-industrial waste products like sugar-cane bagasse and rice husks. Successful projects under the sub-programme include biogas production. The Industrial Liaison sub-programme has funded many small and large scale demonstration projects. Its efforts include information dissemination for proven technology, and application of the results from research projects, emphasizing the application of technology to small industries. The purpose of this programme is to enhance the capacity of the industrial sector to produce energy-efficient and renewable energy equipment in Thailand by providing technical and financial support to establish a market. In general, the following services shall be considered under the programme: Assistance and financial support for market expansion for energy-efficient or renewable energy equipment in Thailand.

The following areas of support are envisaged:

Market research and formulation of a marketing plan

PR activities for energy-efficient material or equipment

Support for the producer/distributor to reduce his price to the consumer

Support to the users of energy-efficient equipment

Execution of activities within the scope of an equipment labelling programme.

Support to centres for the dissemination of information on energy conservation, such as the Thailand Energy Conservation Centre, and for establishing centres. Communications, training and incentives to appropriate service industry firms to ensure that they become proficient in installing equipment in a manner that guarantees efficient operation, and also to encourage them to make efficiency improvements a part of their service and maintece business. Support for demonstration projects of energy conservation technologies in buildings and factories. Dissemination of general technical information about technological options and ideas developed elsewhere (energy database).

The Research and Development sub-programme aims at developing new or improving existing technologies, with support to small scale demonstration projects as well as information d

Why the AI Boom Could Trigger the Biggest Energy Trade in Decades

Artificial intelligence is creating a new class of infrastructure giants virtually overnight, and one innovative Bitcoin miner that made an early leap into the global power business, feeding the voracious appetite of AI data centers, is now being rewarded for years spent securing massive amounts of low-cost electrical power around the world. Years before artificial intelligence triggered a global race for power capacity, Bitzero Holdings (NASDAQ: AIBZ) was using cash flow from Bitcoin mining operations to secure large amounts of low-cost electrical…

Qatar and the U.S. Warn EU of Gas Crunch Over Methane Regulation

The United States and Qatar have once again warned the European Union against doubling down on climate policies seeking to penalize the LNG industry, saying that if it continues on this course, the EU will face a gas crunch and higher prices. “There is no viable path to compliance with the regulation”, the top energy officials of the U.S. and Qatar, Chris Wright and Saad al-Kaabi, wrote in a letter quoted by the Financial Times. “Because legal compliance remains paramount, exporters and importers alike are unwilling to enter into…

Global Battery Storage Boom Is A Boon for Tesla

Global battery storage installations are booming, and so is Tesla’s utility-scale battery business. Tesla has just signed a multi-year supply and execution agreement with clean energy infrastructure provider NatPower for more than 25 gigawatt-hours (GWh) of battery energy storage systems (BESS) in Europe, as the continent is accelerating battery deployment to make the most of its domestic renewable energy resources. Europe’s battery storage and renewables-plus-storage installations are booming and set to further accelerate in the coming…

Why Wet Coffee Grounds Might Be The Next Waste-To-Energy Goldmine

A team of researchers at the Korea Institute of Geoscience and Mineral Resources (KIGAM) have just found a way to make biochar production faster and cheaper. The new method solves a major challenge in standard biochar production processes and potentially unlocks a recycling stream that can divert millions of tons of waste away from landfill annually and turn it into a productive energy source at a time when new energy alternatives are needed more urgently than ever before. Biochar is essentially charcoal that is made by heating up organic waste…

China’s Crude Imports Plunge To Lowest Level Since 2018

Oil prices remain headline-driven, taking direction from escalation and de-escalation in the U.S-Iran conflict in the near term. The first round of talks between the United States and Iran in Switzerland has concluded with positive comments from both sides, and an agreement to push for a final agreement within 60 days. However, there's considerable scepticism about whether more complex issues around nuclear technology and transit through the Strait of Hormuz can be fully resolved in the short timeframe. After all, the Joint Comprehensive Plan of…
