On April 27, 2005 the Albanian Parliament passed an Energy Efficiency Law that established

the legal framework for the promotion and improvement of the efficient use of energy.

Although the law required a certain amount of secondary legislation to be adopted for its

enforcement, no such legislation was developed and adopted.
