This policy direction aims to build a domestic circular supply base for critical minerals used in batteries, semiconductors and advanced manufacturing. Korea designated 38 critical minerals and selected 10 strategic critical minerals: lithium, nickel, cobalt, manganese, graphite and five rare earths, including neodymium, dysprosium, terbium, cerium and lanthanum. The government set a target to raise the recycling rate of these 10 strategic critical minerals to 20% by 2030. Measures include recycling ecosystem development, firm-level support, testbeds, industrial clusters, infrastructure expansion and regulatory streamlining for recycling businesses.
