The Mission Statement of the 2022-2026 Strategic Plan for Zambia's Ministry of Mines and Minerals Development is "To oversee the development and management of mineral and petroleum resources in a sustainable manner for socio-economic development”.

According to the Strategic Plan, the Ministry of Mines and Minerals Development will pursue 8 strategic objectives focused on Mining Development and Management; Safety, Health and Environment; and Operational Excellence:

Enhance Development and Management of Mineral Resources – put measures to increase geological and geophysical mapping coverage; improving production of traditional and non-traditional minerals; and improving compliance to mining laws.

Enhance Development and Management of Petroleum Exploration – increase geological and geophysical mapping coverage for petroleum resources.

Improve Mining Safety, Health and Environment – enhance mine waste management and Mining Environmental Remediation and Protection.

Enhance Financial Resource Mobilization and Management – institute measures to increase non-tax revenue generation and enhance financial accountability.

Enhance Monitoring and Evaluation of mining operations – improve monitoring and evaluation of mining operations to increase accountability of minerals and petroleum resources.

Improve Management Processes and Procedures – put measures to improve management processes, procedures and systems to ensure that service provision is efficient and effective.

Enhance Human Resource Capacity – put measures to enhance its human resource for high staff performance, optimal competent staff, positive work culture and satisfied staff.

Enhance Institutional Infrastructure and Operational Equipment – upgrade ICT infrastructure and develop and implement plans for effective procurement and provision of infrastructure, office accommodation, transport and other logistics.

The Strategic Plan follows the expiry of the 2018-2021 Strategic Plan and is anchored in the Eighth National Development Plan (8NDP), which is a blueprint for Zambia’s social-economy development for the period 2022-2026.
