The Strategy outlines a national framework for hydrogen production and use, focusing on renewable and low-carbon hydrogen as alternatives to fossil fuels. The strategy is based on four pillars Production; Storage and transport; Use; and Education, research and innovation. The strategy identifies four strategic objectives Increase of renewable hydrogen production; Increase use of renewable potential for renewable hydrogen production; Increase hydrogen use; Encouragement of the development of science, research and development of hydrogen technologies. Total capital needs are estimated to be HRK 23.8 billion (USD 3.6 billion) until 2050
