This decree provides more details on articles 21 and 23 of Law 2099 of 2021 which were left as actions for the government in that law. Defines mechanisms, conditions, and incentives for local development, innovation, research, production, storage, transport, distribution, and use of hydrogen for electricity, energy storage, and decarbonization across sectors like transport, gas, hydrocarbons, mining, and industry. Hydrogen is considered an energy vector for storage, fuel, or industrial input

The Law designates the Ministry of Environment and Sustainable Development and the Ministry of Mines and Energy to (a) define a threshold for low-emissions hydrogen; (b) adopt a mechanism to certify hydrogen (and be able to grant the incentives from Law 2099). It does not specify a maximum period to do so

The Law also designates the Ministry of Transport, with the Ministry of Environment and Sustainable Development to define incentives and conditions for hydrogen use in transport (without a specific time limit)
