The Netherlands plans to invest €750 million by 2031 to co-fund a national hydrogen network, with Gasunie as the TSO. The total investment need is €1.5 billion, and part of the network should be operational by 2026.

As of February 2025, costs have risen to €3.8 billion due to fewer repurposed pipelines, higher material and labor costs, and stricter environmental rules. Tariffs will be regulated from 2031–2033 and depend on user numbers. Lower-than-expected electrolysis capacity (1.2–1.5 GW vs. 4 GW) may require additional government support or adjusted tariff design to avoid high early costs.
