EUR 1 billion (USD 1.1 billion) allocated to electrolysis in the 2024 budget and approved by the European Commission in July 2024. The scheme will support at least 200 MW of electrolysis. Subsidy has two components Up to 80% of the CAPEX (for hydrogen production, storage, battery, EPC costs, materials for construction, compression); OPEX subsidy in the form of CfD for 5-10 years which is a function of gas price (in 2023, the OPEX support was nearly EUR 4/kg). Combined support cannot exceed EUR 9/kg (equivalent to a maximum abatement cost of EUR 1000/tCO2). Min electrolyzer size of 5 MW. Maximum funding of EUR 500 million for a single project

Tender closed in Nov 2024, more than 30 projects bid for a EUR 3 billion of funding (vs EUR 1 billion available).

In July 2025, 11 projects with a cumulative electrolyzer capacity of 602 MW and over EUR 700 million were selected.
