The regulation establishes a minimum threshold for greenhouse gas emissions saving for renewable liquid and gaseous fuels of non-biological origin. The greenhouse gas emissions savings from the use of recycled carbon fuels shall be at least
70%. The methodology is then set out in the Annex:
- the GHG emissions includes the supply of inputs, processing, transport and distribution, the combustion of the fuel in its end-use, discounting the eventual part captured and stored.
- to calculate the emission savings, a fossil fuel comparator with intensity of 94 gCO2eq/MJ is considered.
- 0 gCO2eq/MJ emissions can be allocated to electricity taken from the grid if the electrolyser's FLH is less or equal than the hours in which the marginal price of electricity was set by renewables or nuclear plants in the preceding year; otherwise, a value of 183 g CO2eq/MJ should be considered (alternatively, the emission intensity of the marginal unit producing electricity at the time of hydrogen generation in the bidding zone, if known)
