The Delegated Act set the rules for the definition of renewable hydrogen production. In particular, it defines the boundaries of renewable electricity used to produce hydrogen.
- PPA can be established with new renewable plants, which must come into operation up to 36 months before the electrolyser plant (additionality principle); additionality is not required if the grid has >90% renewable penetration in the previous year.
- Hourly temporal matching between renewable electricity generation and hydrogen production must be ensured, as well as geographical correlation (electricity should be sourced in the same bidding zone or in a neighbouring bidding zone where the price of it is more expensive).
- Curtailed electricity can be used to produce hydrogen
A transitional period, in which additionality is not required and the temporal matching is on a monthly basis, is foreseen until 2027. The clauses of the transitional period may extend to the entire life of the plant for facilities entering into operation before 2027.
