The CER Directive, which came into force on 16 January 2023, aims to strengthen the resilience of critical entities in the EU that provide essential services, ensuring public health, safety, and the economy. Member States must identify critical entities by 17 July 2026 based on a non-exhaustive list of essential services in eleven sectors, including energy. According to the Annex of the Directive, relevant subsectors in the energy sector include electricity, aggregation, demand response and energy storage, district heating and cooling, oil, gas and hydrogen. These entities must enhance their resilience to various risks, including cyberattacks, natural disasters, and other threats.
