The Petroleum Act creates the Petroleum Committee, entitled to regulate and award concessions for the petroleum exploration and production in Thailand. Section 113 allows the Minister to award concessions to holders of Exclusive Petroleum Exploration Licences. The petroleum production period under any concession shall not exceed thirty years. The Committee can require the concessionaire to supply petroleum for domestic consumption and prohibit the export of petroleum. The Minister can, with a three-month notice, require concessionaires to supply petroleum for the purpose of having an adequate supply of petroleum for the demand in Thailand.
Section 61 grants the Minister the power to issue a Ministerial Announcement prohibiting temporarily the export of all or part of the petroleum produced by the concessionaires. Section 60 allows the Minister to require concessionaires to supply petroleum of suitable quality for the purpose of having an adequate supply of petroleum for the demand in Thailand at specified prices.
