Law No. 2,539, "Provides for the obligation of manufacturers, distributors and sellers of electronic equipment installed in the State to create and maintain a collection and recycling programme and other provisions" establishes mandatory requirements for electronic equipment manufacturers, distributors, and sellers in the State of Acre to create and maintain recycling programmes for end-of-life electronic equipment. The law was enacted in the State of Acre, Brazil, in January 2012 to address the environmental challenges posed by electronic waste disposal. It forms part of the state's environmental protection framework, focusing on the responsible management of electronic waste through a structured collection and recycling system.
The legislation mandates that companies dealing with electronic equipment must establish collection points at their facilities for discarded devices. Upon receiving discarded equipment, businesses must issue receipt documentation, with copies forwarded to the State Environmental Secretary (SEMA) for monitoring and enforcement purposes. The law defines electronic equipment as devices containing toxic or radioactive components, including but not limited to nuclear and computing equipment, medical devices, televisions, digital mobile phones, and refrigerators. Manufacturers are required to conduct public awareness campaigns about the environmental risks of improper electronic waste disposal.
The law establishes a comprehensive framework for electronic waste management in Acre through several mechanisms:
Companies failing to comply face immediate prohibition from selling products within the state
Collected equipment must be recycled in designated areas approved by state authorities
Unusable materials must be disposed of in sanitary landfills, isolated from toxic materials
The system creates a documented chain of responsibility from collection to final disposal, with oversight from environmental authorities
