By 2004, several of Austria's Federal Provinces (Upper Austria, Salzburg, Styria, Tyrol, Vorarlberg and Vienna) had initiated energy efficiency benchmarking projects. In a first step, industrial installations were carefully analysed to assess energy efficiency standards and potential for improvements. Companies were then encouraged to compare their own performance against industry leaders formulate plans to improve their energy efficiency.
