A legal framework for regulatory sandboxes called ‘Experimenten Elektriciteitswet en Gaswet’ was introduced in the Netherlands. The program focused on projects where participants share electricity and/or operate the distribution network. The government agency RVO approved 14 sandboxes between 2015 and 2018 . However, the Ministry decided to close the regulation in 2020 to create a level playing field under the new Energy Law that came with implementing a legal framework for energy communities.
