Energi21, the national strategy for research and development of new energy technology, was adopted in 2008 on the initiative of the Ministry of Petroleum and Energy (MPE) as the national RD&D strategy for the Norwegian energy sector. The main purpose is to provide the authorities and the energy community with recommendations on the strategic priority areas for efforts to develop new environmentally friendly solutions in the energy sector. It has an industry-led board, appointed by the MPE, with representatives from energy companies, technology suppliers, research communities, and the authorities. Energi21 was revised four times since 2008. The fifth strategy, formulated in 2022, includes an increased focus on strengthening new energy technologies, including offshore wind, hydrogen, solar PV, CCS, batteries, and hydropower.
