The Japan Business Federation (Keidanren)’s “Action Plan for Low-Carbon Society” is one of pillars of Japan’s energy efficiency and conservation and CO2 emission reduction policy targeting the private sector. The covered sectors include industry, energy conversion, commercial, and transportation. The plan was first established in June 1997 and set a goal of reducing CO2 emissions from targeted businesses in fiscal 2010 to below fiscal 1990 levels. The Keidanren published the latest follow-up report on November 2015. In 2013 Keidanren changed the direction of the activity from "Keidanren Voluntary Action Plan on the Environment" to "Action Plan for Low-Carbon Society" and stresses 4 focal points.

1) Reduction of CO2 emission in domestic business activity

In 4 business fields (industrial, energy conversion, business and transportation) annual results and case studies to reduce CO2 emission are introduced

2) Reinforcement of coordination between related organizations

Contribution through

i) low-carbon emission products and services

ii) promotion for national movement against global warming

iii) Promotion of 3R (reduce, reuse and recycle)

iv)nourishment and maintenance of forest

3) Promotion for international contribution

i) International comparison for energy efficiency

ii) International contribution through products, facility and technology transfer

4) Development of innovative technology

In many industrial fields development of innovative technologies and approach to practical use have been worked at.

Respective ministry evaluates Keidanren’s action by industries under their jurisdictions on regular basis.
