The Québec Plan for the Development of Critical and Strategic Minerals (CSMs) addresses the challenges faced by the rising demand for CSM in the transition to a greener economy. The strategy is backed by a CAD 90 million investment linked to CSMs to continue the province's renewable energy transition.

The document establishes 10 critical (antimony, bismuth, cadmium, cesium, copper, tin, gallium, indium, tellurium and zinc) and 12 strategic minerals (cobalt, rare earth elements, platinum group elements, graphite, lithium, nickel, magnesium, niobium, scandium, tantalum, titanium and vanadium).

The Plan is composed of four orientations, each supported by objectives and targeted actions to implement the overarching vision. A complete summary table can be found in the appendix of the Plan.

Orientation 1: Increase knowledge and expertise on CSMs

Objective 1.1: Appraise the potential of CSM deposits in Québec

Objective 1.2: Improve knowledge of CSMs by encouraging synergies in research and development and innovation

Orientation 2: Deploy or optimise integrated sectors in partnership with the CSM producing regions

Objective 2.1: Foster sustainable CSM exploration and development

Objective 2.2: Support the transformation and creation of value-added products associated with the CSM sectors

Objective 2.3: Improve multi-user infrastructures and access corridors to CSM resources

Objective 2.4: Stimulate the implemetnation of structuring and AI initiatives in Québec mining companies

Orientation 3: Contribute to the transition to a sustainable economy

Objective 3.1: Foster integration of the circular economy in the CSM value chains

Objective 3.2: Promote the development of a CSM recycling industry in Québec

Objective 3.3: Stimulate the implementation of initiatives in view of reduction of the environmental impacts of CSM mining and reclamation projects

Orientation 4: Raise awareness, guide and promote

Objective 4.1: Raise awareness of the population and local and indigenous stakeholders about the issues, impacts and implications related to CSM development for Québec and its regions
