The permanent GST Voucher scheme was introduced by the Government in Budget 2012 to help lower- and middle-income Singaporean households with their expenses including utilities bills. The quantum was increased in 2023 through additioanl U-save rebates under the Assurance Package to help households better cope with the increase in expenses due to inflation and GST increase.
Additional top-ups were introduced in Budget 2024 and Budget 2025, significantly increasing support levels (e.g. up to $950 in FY2024 and $760 in FY2025) and covering several months of utility expenses for lower-income households.
