The Environmentally Preferable Purchasing (EPP) programme, initiated in 1993 with Executive Order 12873, is a federal government-wide programme that encourages and assists executive agencies in the purchasing of environmentally preferable products and services. Federal agencies are required to make environmentally friendly purchasing decisions according to various laws, regulations and executive orders; the EPP helps agencies meet these requirements according to their needs and the costs and benefits of various products and services. EPP projects take into account environmental impacts that include upstream (to the point of purchase) impacts associated with emissions of CO2, toxic chemicals, VOCs, particulates, NOx, SO2, CO, and hazardous and non-hazardous waste. Progress with implementation of the latest requirements in Executive Order 13514 is tracked through a series of Environmental Stewardship Scorecards managed by the Office of Management and Budget.
