First National Determined Contribution (NDC)

The 21st session of the Conference of the Parties (COP21) of the United Nations Framework Convention on Climate Change (UNFCCC) was held in Paris in November and December 2015. 195 participating countries negotiated and adopted the Paris Agreement, which includes objectives to peak greenhouse gas emissions as soon as possible, to limit the global average temperature increase above pre-industrial levels to well below 2 C, and to pursue efforts to limit the increase to 1.5 C.

The Paris Agreement, which entered into force on 4 November 2016, requires Parties to put forward their best efforts through “nationally determined contributions” (NDCs). These NDCs represent targets and actions for the post-2020 period.

In 2015, Algeria presented its First Nationally Determined Contribution (NDC). This includes a target to reduce greenhouse gases emissions by 7%-22% to 2030 (compared to a business as usual scenario, having as a reference year 2012). The 7% reduction would be achieved with national means, it applies to all GHG and to the following economic sectors: LULUCF, Waste, Energy, and Transport.

Sectoral objectives linked to methane abatement are the following.

Energy sector: reduce the volume of gas flaring to less than 1% by 2030; reach 27% of electricity generated from renewable sources of energy by 2030; and increase the share of liquefied petroleum and natural gas in the fuel mix between 2021 and 2030.

Waste sector: energy recovery and recycling of methane from landfill sites and wastewater treatment plants.
