The bill addresses environmental justice issues and targets disproportionately impacted communities from climate change. It mandates the Colorado Air Quality Control Commission to adopt and start implementing rules to achieve the goal of reducing statewide oil and gas greenhouse gas emissions by at least 36% by 2025 and 60% by 2030, based on the 2005 baseline emissions level. It is Colorado’s most ambitious emissions reduction target to date.

The bill also directs the commission to implement more robust monitoring, leak detection, repair, and reporting and recordkeeping requirements to help quantify oil and gas emissions. The oil and gas emissions are defined as greenhouse gas emission from oil and gas exploration, production, processing, transmission, and storage operations.
