(Colorado) House Bill 19-1261 Climate Action Plan to Reduce Pollution

The bill mandates that the goal of Colorado statewide greenhouse gases (GHG) emissions should reduce 26% GHG emissions by 2025 , 50% emissions by 2030, and 90% emissions by 2050, based on the 2005 statewide GHG emissions benchmark. The GHG include carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, nitrogen trifluoride, and sulfur hexafluoride, calculated in carbon dioxide equivalent terms.

As a result, the Government of Colorado developed the comprehensive Greenhouse Gas Pollution Reduction Roadmap with the same GHG reduction targets listed. The Roadmap targets methane emissions in the oil and gas industry, landfills, sewage treatment plants, coal mines, and other sources. It specifically calls the Air Quality Control Commission to implement rules to achieve 33% methane emissions reduction by 2025 and 50% by 2030 from the oil and gas industry. In addition, it also confirms a 7-million-ton annual CO2e  emissions reduction is needed to reach the 2030 GHG reductions goal.
