This strategic document defines priority directions of policies in the field of environmental protection. It sets out measures to preserve the environment (atmospheric air, waters, lands, soils, subsoil, biodiversity, protected natural areas) from anthropogenic impact and other negative factors, expand protected natural areas and improve waste management systems. It also envisages the establishment of inventories of emissions.

These measures are to be implemented by 2030 to solve environmental problems, including, among others, the following:

-          ensure the use of technologies to control air pollution;

-          stimulate the development and implementation of technologies for the processing and disposal of waste from mining and processing industries;

-          full implementation of the “polluter pays” principle, ensuring that the amount of payment for emissions and discharges depends on their volume and the danger to the environment and public health;

-          transition to the principle of "using the best available technologies" (Chapter 5).

As a result of the implementation of the Concept, a 10% reduction in emissions of atmospheric pollutants is expected by 2030 (Chapter 6). Methane emissions are not mentioned in this legal act.
