The opinions are the second State Council-level guiding principle on coalbed methane development, after the first State Council’s Opinions on Further the Further Extraction and Utilization of Coalbed Methane promulgated in 2006. The opinions mostly direct relevant ministries and agencies to strengthen fiscal subsidies, tax cuts, and concessional pricing incentives for coalbed methane and relevant technology development.
