The Protocol was developed by NOGEPA to establish principles on how methane should be measured and reported for operators in e-MJV (Electronic Annual Environmental Report). The protocol relies on measurements and calculations based on key numbers, which are defined for the different steps in the production process. The key numbers in the protocol are based on international industry standards, factory data for process components and validation measurements. These key numbers are then compared with the use of the various steps in the production process to determine the total emissions.

For each emission source, methods for the determination of methane emissions are listed. Operators use the Protocol to determine the methane emissions of offshore platforms. These emissions are recorded in emission registration systems. State Supervision of Mines (SSM) supervises the implementation of the emission registration systems and e-MJV.
