The law defines the state policy in the field of mining (processing) and use of coal, and also regulates relations arising from the implementation of activities in this area.
The law applies to organizations for the extraction (processing) of coal, mine construction, emergency services for organizations for the extraction (processing) of coal, to eliminate the consequences of mining operations, to provide social guarantees to employees of these organizations and other categories of persons, as well as activities for state supervision of the safe conduct of mining (processing) of coal.
Article 14.2 establishes that "during the extraction (processing) of coal, in order to reduce the content of explosive gases in the mine, coal seams and mined-out space to the established permissible norms, mine ventilation and degassing are carried out. Permissible standards for the content of explosive gases in a mine, coal seams and goaf, above which degassing is mandatory, are established by the Government of the Russian Federation."
