On 21 December 2021, Ministry of Industry and Information Technology, Ministry of Science and Technology and Ministry of Natural Resources published the 14th Five Year Plan for Raw Material Industry Development. This Plan clarifies that the raw material industry includes petrochemical chemicals, steel, non-ferrous metals, building materials and other industries.

To enlarge and strengthen rare earth enterprises, enterprises are encouraged to merge and reorganize themselves. Rare earth enterprise groups are also supported to extend their industrial chains to further downstream.
