The purpose of this decree is to issue technical regulations for the design, construction, testing, operation, and surveillance of natural gas distribution systems and pipelines of natural gas in order to ensure safety and system interoperability. This applies to newly built distribution systems and pipelines as well as those existing in the event of substantial changes.

This law states that all materials and products, sizing of pipelines, route of the pipelines must heed technical standards set by a standardization entity (UNI - Ente Nazionale Italiano de Unificazione). The pipeline system design (materials and products, sizing, route), construction (including installation and corrosion protection), testing, measurement, and surveillance must be in accordance with standards.

In order to ensure safety and reliability of pressure systems in natural gas distribution systems, all plant equipment must be easily accessible. Safety devices must be installed to limit pressure increases. Authorized safety devices include pressure monitors and gas stop flow valves.
