From 29 March 2021, the Victorian Government's new Residential Tenancies Regulations 2021 took force. Minimum rental standards covering energy efficiency requirements for space heating were included in a package of over 130 reforms to regulations.

By 29 March 2021, all rental properties must have a fixed heater (not portable) in good working order in the main living area at point of lease. Where a heater is not installed at this time, the rental provider (landlord) must install a heater meeting minimum energy efficiency requirements.

From 29 March 2023, all fixed heaters in the main living space must meet the required energy efficiency standards, which may mean inefficient heaters must be upgraded.

An energy efficient fixed heater has been specified in the regulations as one of the following:

- a non-ducted air conditioner or heat pump with a 2-star or above energy rating

- a gas space heater with a 2 star or above energy rating

- a ducted heating or hydronic heating system with an outlet in the main living area

- a domestic solid fuel burning appliance, such as a fireplace or wood-fired stove.

Exceptions exist for cases where such an upgrade may not be possible, or too expensive, such as in some apartment buildings.
