Under a 2016 revision to the PROCEL Programme, the transfer of resources to PROCEL is conditional on the presentation and approval of an Annual Resource Allocation Plan and financial report for the previous year. The Energy Conservation Coordinating Group (ECCG) is responsible for preparing the Plan financial report, and another body, the Energy Efficiency Steering Committee, is responsible for approving both documents.

The Plan sets forth the annual budget and priorities for the various programmes under PROCEL.

The Plan and financial report are presented annually in a public hearing, held by ANEEL (the National Electricity Regulatory Authority), on order to ensure transparency of the process and public participation.
