The regulation strengthens safety in offshore oil production, aiming to prevent and reduce offshore accidents and occupational hazards. It applies to offshore oil exploration activities in all sea areas under the jurisdiction of the People's Republic of China.

It has provisions regarding necessary inspections, safety systems and contingency plans. These include a certification survey after the construction of production facilities, periodic testing and inspections. Hazards or hidden dangers discovered during inspections shall be handled immediately.

When conducting supervision and inspection, inspection personnel shall verify certification and test necessary equipment, and assess work conditions. This includes oil production structures, drilling and workover equipment, fire and combustible gas detection devices, as well as alarm and control systems.
