The government established the Energy Efficiency and Conservation Authority (EECA) in October 1992 as an independent agency charged with determining and implementing practical measures to achieve greater energy efficiency in New Zealand. It was governed by a Board that reported directly to the Minister of Energy . The Energy Efficiency and Conservation Act passed by the Parliament on 11 May 2000 entered into force on 1 July 2000. It provides the legislative basis for promoting energy efficiency and renewable energy; the Act includes the establishment of a new Energy Efficiency and Conservation Authority (EECA) as a stand-alone Crown entity from 1 July 2000. EECA has a statutory role to encourage, promote and support energy efficiency, energy conservation and the use of renewable energy.
