Construing Special Acts
342 Except as otherwise provided in this Part, (a) this Act must be construed as incorporate with a Special Act; and (b) in the event of an inconsistency between a provision of this Part and of a provision of a Special Act, the provision of the Special Act prevails to the extent of the inconsistency.
