The Guidelines for Flare Gas Measurement, Data Management and Reporting Obligations set out specs for the meters required to be installed in the 2018 Flare Gas Regulations. The Guidelines also describe what to do if meters malfunction, and explain how to calculate "unaccounted for" flared methane gas.  The Guidelines then lay out the general requirements and obligations for flare permit holders with respect to flare gas management and reporting, to ensure permit holders meet their cap requirements.
