Rules for the definition and revision of energy efficiency classes of buildings, structures were approved in 2015 by the Order of the Minister for Investment and Development of the Republic of Kazakhstan.

Appendix to the Rules for determining and revising energy efficiency classes of buildings, structures presents the Table "Energy efficiency classes of buildings". There are 5 classes of the energy efficiency (A, B, C, D, E) which is estimated based on "deviation of the calculated (actual) value of the energy efficiency indicator for heating and ventilation of the building from the standard in %".

1. General Provisions

1. These Rules for the definition and revision of energy efficiency classes of buildings, structures (hereinafter referred to as the Rules) are developed in accordance with sub-paragraph 6-9) of Article 5 and paragraph 5 of Article 11 of the Law of the Republic of Kazakhstan dated January 13, 2012 "On energy saving and energy efficiency" and determine the procedure for determining and revising the energy efficiency classes of buildings, structures and structures.

2. The energy efficiency class of a building, structure, structure is determined by:

when performing design (design and estimate) documentation for building new or expanding (overhaul, renovation) existing buildings, structures, structures with the size of energy resources consumption equivalent to five hundred or more tons of standard fuel for one calendar year;

when performing design (design and estimate) documentation for building new or expanding (overhaul, reconstruction) existing buildings, structures, structures with the size of energy resources consumption of less than five hundred tons of standard fuel per calendar year at the initiative of the customer of the design (estimate) documentation.

3. The energy efficiency class of existing buildings, structures and structures is determined by the results of the energy audit.

The owner of the existing building, structure, structure to determine their energy efficiency classes refers to the energy audit organization to conduct an energy audit in accordance with the order of the Minister for Investment and Development of the Republic of Kazakhstan dated March 31, 2015 No. 400 "On Approving the Rules of Energy Audit" (registered in the State Registration Register regulatory legal acts of the Republic of Kazakhstan No. 11729).

According to the results of the energy audit, a conclusion is issued containing information on the energy efficiency class of buildings, structures and structures.

5. To determine the class of energy efficiency in the development of design (design and estimate) documentation for the construction of new or expansion (major repairs, reconstruction) of existing buildings, structures:

the customer indicates the required class of energy efficiency in the task of developing design (design and estimate) documentation;

the design (design and estimate) documentation is developed taking into account the energy efficiency class specified in the design task;

the energy efficiency class of the facility established in the project documentation is indicated in the conclusion of a comprehensive off-site examination of construction projects carried out in accordance with the Law of the Republic of Kazakhstan dated July 16, 2001 "On Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan".

6. The energy efficiency class is reviewed by conducting an energy audit at least once every five years.

7. Energy efficiency class is determined in accordance with the indicators specified in the annex to this Regulation, in accordance with government regulations, building codes in the field of architectural, urban planning and construction activities of the Republic of Kazakhstan, and in the field of energy conservation and energy efficiency.

8. The energy efficiency class is indicated in the technical passport of the building, structure.
