In 2008 the Ministry of Environment and Energy and the Ministry of Agriculture and Livestock jointly presented the National Biofuels Programme, in which the general objective aims the developing a biofuels industry to contribute to energy security and efficiency, mitigation climate change, the reactivation of the agricultural sector and national socio-economic development.

In addition, the text included specific objectives the following:

Replacing fuels progressively fossil fuels, by other renewable energy sources of national origin.

To foster social development in areas of high vulnerability from the development of the sector biofuels.

Reactivate the agricultural sector from cash crops agro energy products for fuel use.

Develop a biofuel industry, competitive and efficient.
