The Ministry of Energy, Trade and Industry encourages energy conservation by providing free energy audit service targeting small and medium sized factories and business establishments. Energy Conservation Center, Japan (ECCJ) is commissioned the work by the Ministry of Energy, Trade and Industry. The program began in 1997. The total number of audits conducted between‚ the periods from 2004 to 2014 is about 10,000. The Energy Conservation Center sends two specialists to the factory for an audit and a set of recommendations to improve energy management practices in the site is presented in a report.
