The law revised the General Electricity Law of 1996 and opened the energy sector to private sector investment and Public Private Partnerships (PPPs). The law is relevant to renewable energy projects because it regulated the energy sector including renewable energy projects with a capacity of over 1 MW or when the project affects more than 50,000 citizens. The law also provided for Provincial governments to grant licenses.
