This Mexican Petroleum Law is one of the "21 secondary laws" passed by the Mexican legislation after the constitutional reform.
This law creates the state-owned enterprise Petroleos Mejicanos. The Federal Government assigned Pemex (Petroleos Mexicanos) the exploration and extraction of petroleum and solid, liquid or gaseous hydrogen carbides, as well as their collection, sale and marketing.
This law established the Mexican Petroleum Fund that was mandated to collect, manage, invest and disburse income derived from the exploraiton and extraction of hydrocarbons. Once the fund reaches 3% of GDP, up to 10% of the fund's yearly increment can be spent on science, innovation and renewable energy.
